Preheat the oven to 350 degrees F. Butter a 9x13-inch baking dish.
In a small bowl, combine the topping ingredients, except the butter. Cut the butter into the mixture with a fork, pastry cutter or your hands until the mixture is crumbly. Be sure not to overwork, you want some larger chunks to remain.
In a medium bowl, beat together the cake mix, ingredients listed on the box, vanilla and cinnamon until smooth.
Pour half the batter into the prepared baking dish. Sprinkle half of the topping mixture on top. Evenly pour over the remaining cake batter on top. Use a spatula to carefully spread the mixture, if needed.
Bake for 15 minutes. Remove the cake from the oven and top with the remaining topping mixture. Bake for 15 minutes, or until the cake is set and the top browns slightly.
Serve warm or at room temperature.
